The ORCAS Program (Oregon Refugee Children Assistance Services), provides comprehensive, culturally responsive support to refugee children and their families across Deschutes, Jackson, Jefferson, Josephine, Lincoln, Malheur, Umatilla, and Union counties. Designed to promote academic success and long-term integration, the program offers assistance with school enrollment, ESL and IEP support, tutoring, youth enrichment programs, parenting resources, behavioral health referrals, and access to interpreting and translation services. In the absence of resettlement agencies or large CBO infrastructures in these rural regions, ASI collaborates closely with ODHS Self-Sufficiency Programs, public schools, and community partners to reach eligible families. Services are available to children and families who meet refugee and humanitarian-based immigration criteria, with no income restrictions. Funded by the Oregon Department of Human Services, ORCAS is building inclusive pathways for refugee families in Central and Eastern Oregon to thrive in their new communities.
